== History ==

=== Establishment and initial Chiefdom (December 15, 2023 - June 16, 2024) ===
The Chief position was established alongside the Chiefdom of Osolia itself on December 15, 2023. [[TheRandomMelon|Michael Webb]] became the first Chief unanimously as no one opposed him in that special election. From there, Webb went about establishing many initial plans for Osolia and set precedents that have carried into the Chief position today.

For instance, he established the Departments of [[Department of City Planning|City Planning]], [[Department of Finance|Finance]], and later [[Department of Events|Events]], making him, to this day, the only Chief to make multiple new departments in the [[Chief's Council]], and the only Chief to make departments that did not have any previous successors, as, currently, the only new department since Webb's administration has been the [[Department of Infrastructure]], but it is the direct successor to the Department of City Planning, carrying out very similar functions to that previous department.

With this Cabinet, he officially set up the city of [[Sahosam]], making him still the only Chief to establish a city. This allowed him to set precedents like how streets and roads would be formed, later becoming codified in the [[Streets and Roads Act]].

=== A new Chiefdom for the first time (June 16 - August 16, 2024) ===
In the [[June 2024 Osolian general election]], [[TriforceComet]] defeated incumbent Chief Webb in a stunning landslide victory, making him the second Chief in Osolian history, where he served until August 16, 2024, when Calvin was elected during the [[August 2024 Osolian general election]]. TriforceComet publicly stated that he would not be running in that election, marking his tenure as Chief relatively short.

During his term, though, he made a few substantial changes, such as replacing the Department of City Planning with the Department of Infrastructure, overseeing the rapid expansion of the city of [[Sahosam]] in areas such as Sahosam Hills, overseeing the construction of a nether highway to connect far off bases together, and personally creating Osolia Hangout Nights per the recommendation of the [[Engagement Committee]], all of which have helped to boost activity on the server.

=== An unlikely candidate winning unopposed (August 16 - October 16, 2024) ===
During the [[August 2024 Osolian general election]], former Speaker tz_scion initially planned to run for Chief, but suddenly dropped out. [[CalvinX]] entered the race, initially planning on serving as opposition to tz_scion and did not plan on winning. However, he was the only candidate to run and won unopposed.

Near the beginning of his term, on August 19, 2024, Calvin participated as a key member of the [[Intelligence Committee]], a committee formed by [[Speaker of Osolia|Speaker]] [[TheRandomMelon|Michael Webb]] to investigate reports of espionage by the now-former Cieurnish Empire, another online nation that was officially allied with Osolia's predecessor, the [[Republic of Melonia]]. The committee concluded that they had "found extensive documentation proving Cieurnia’s long term involvement in espionage against the Chiefdom of Osolia," that the spy involved in helping this operation was not a "willing spy", and recommended actions such as allowing pre-emptive bans from Osolia, which were implemented in the [[Server Security Amendment]].

On August 25, 2024, during the first ever formal Assembly Meeting, Chief Calvin suggested special channels for major Assembly discussions, such as economic reform. This was implemented by Speaker Webb soon after as the #assembly-discussions forum channel, where posts can only be made by the Speaker, and serve as "special channels" of sorts for these discussions.

Calvin pushed for Director of Finance Michael Webb to create an official Business Information Records spreadsheet, which lists every business known to exist in the Chiefdom of Osolia, along with their street address(es), a list of items they sell, and ways to purchase items from that business. This was officially completed and publicly released on September 12, 2024 by Director Webb.

Calvin also became the first Chief since his predecessor, [[TriforceComet]], to utilize the Osolian Public Investment Pool, a pool of money created by the [[Public Investments Act]] to spur growth and development throughout Osolia. This was used, mainly with a push from his Director of Infrastructure, Pud, to purchase 660 light blocks by purchasing 64 glowstone from the [[The Inconvenience Store|Inconvenience Store]], owned by [[Governor of Sahosam|Governor]] [[FlynneSkye|Flynne]] and 596 blocks (9 stacks + 20) glowstone from [[Mineco]], owned by [[tz_scion]], for the total price of 1320 DC. This occured on September 24, 2024.

On October 2, 2024, Calvin announced publicly that he would not seek a second term as Chief, stating "I will not be running for Chief this coming term for multiple reasons, but the funniest one is needing an extended break from politics (both virtual and hell that is an American election year)." [[tz_scion]] ran in his place and ran unopposed, becoming the 4th Chief of the Chiefdom of Osolia.

It aired live on [[Osolia Public Radio]] on January 18, 2024. It was aired only 2 days after [[Episode 3 (The DJ Hour)|Episode 3]], as the show was on a strict schedule at this point in time.

== Episode content ==
The episode starts with the host, [[TheRandomMelon|Michael Webb]], greeting the audience and explaining the premise of the program, much like the previous three episodes, and then plays the [[Kwersomas Ned Osoles|Osolian national anthem]], composed and performed by [[tz_scion]]. Following the conclusion of the national anthem, Webb explains how the audience can request music. His starting song request for the show was "Zombies on Your Lawn" by Laura Shigihara from the video game "Plants vs. Zombies", which he tricks the viewer into believing it was going to be "Buddy Holly" by Weezer before playing the song. He stated later in the episode that he did this to be "slightly devious".

This is the first ''DJ Hour'' episode to not have a halftime song due to the extremely short period of time between Episode 3 and the airing of this episode.

To close out the show, Webb took Hydrogen's request of "Amish Paradise" by "Weird" Al Yankovic as he personally enjoys the song, and many Weird Al songs, a lot.

Hydrogen: add june 2025

General elections are held in [[Osolia]] every two months{{Refn|On evenly-numbered months}} to elect the [[Chief of Osolia]] and [[Speaker of Osolia]]. Elections are regulated by the [[Constitution of the Chiefdom of Osolia|Osolian Constitution]], as well as the [[Fair Elections Act]]. Since the [[June 2024 Osolian general election]], elections have primarily been held on the [[my.osolia]] platform.

Both Osolian citizens and [[Residency in Osolia|residents]] are allowed to participate in general elections.

== Electoral system ==
During a general election, Osolians vote for the Chief, who leads the [[Chief's Council]], and the Speaker, who leads the legislature, the [[Osolian Assembly]].

Before an election commences, usually on the first day of the month of the election, candidacy will open on my.osolia, where citizens may formally declare themselves as a candidate for either Chief or Speaker (they cannot run for both at the same time, per the Constitution). Candidacy closes at the same time as the election begins.

After candidacy ends and voting begins, elections in Osolia employ an instant-runoff voting system. This is where voters rank the candidates for each position in order of preference from favored candidate to least favored candidate. Once the election period ends within 24-48 hours as required by the Constitution, counting will begin. The candidate with the lowest number of votes is eliminated in several rounds until someone achieves a majority (50% + 1) of the electorate.

That means that to earn a majority, one must earn at least half of all votes, plus an additional one, to earn a true majority. For instance, if there are 8 total votes, then a candidate must earn 4 votes to earn a 50% share, then an additional vote, for a total of 5 votes to win a true majority and thus the election.

If a tie cannot be broken via instant runoff, the Speaker must run a special election with only the top 2 candidates in a race to choose from. If this still does not break the tie, then the Speaker shall pick the winner.

General elections were held in [[Osolia]] on 15 June 2025. These elections marked 1 year since the introduction of [[my.osolia]] for voting and candidacy.

Candidacy registration opened June 6th, 2025, after the writs of election were issued by the Speaker, and closed when voting opened on June 15th, 2025 at midnight UTC. Voting closed on June 17th, 2025 at midnight UTC.

Both [[Hydrogen]] and [[TheRandomMelon|Michael Webb]] won after both positions were tied, for the positions of [[Chief of Osolia|Chief]] and [[Speaker of Osolia|Speaker]], respectively.

== Candidacy ==
Nobody had registered as a candidate for the election until 13 June 2025, when Scion made note of this in the Osolian Discord server. Shortly thereafter, [[Josephine]] announced her candidacy for the position of Chief, while both [[Michael Webb]] and [[tz_scion]] announced their respective candidacies for the position of Speaker.

A couple hours later, [[Hydrogen]] also announced his candidacy.

== Results ==
The results were published by the [[Digital Osolia Office]] and the Office of the Speaker a couple minutes after midnight UTC, which showed that both elections were tied.

The Speaker, following the procedure outlined in the Constitution and the Osolian Governance Act, first asked candidates whether any wanted to concede. Josephine offered to concede if Hydrogen would agree to build the capitol complex first proposed in the [[December 2024 Osolian general election]]. This was agreed, and Josephine officially conceded the election 15 minutes after midnight UTC, resulting in Hydrogen being elected Chief.

For the position of Speaker, neither candidate chose to concede. Because they were the only two running, it was the responsibility of the incumbent Speaker to choose how to resolve the tie. A coin flip was proposed by Hydrogen, who stated that that had been the de facto plan for resolving ties, even though it was not written in legislation.

A wheel was spun by the Speaker in the presence of Hydrogen, tz_scion, and [[TriforceComet]]. It was also recorded, the video of which has since been posted to the Osolian Discord. The wheel resulted in Michael Webb being elected Speaker, although stating that he would appoint tz_scion as Acting Speaker during unavailability.

Work began around November 2023, mostly related to planning the future capabilities of the site. Among planned features were the ability to vote and file taxes online.

The gov.melonia also incorporated the creation of '''OneMelonia''', which would have been a universal account system with a profile for every Melonian citizen. This way, common information about Melonians could be auto filled and kept track of easily.

The establishment of gov.melonia was written in a bill that was never voted on but was discussed. gov.melonia never launched in Melonia as the online nation became defunct on 16 December, 2023 at 6:00 am UTC.

=== Osolian renaissance ===
The gov.melonia project was brought back, this time under the my.osolia moniker, a few months after the establishment of the new Osolian state.

Previously planned features, such as company registration or tax filing, were made obsolete due to the new governmental structures in Osolia.

Development ramped up from the start of May 2024 to release the public beta of the platform on the 29th of May.

His priorities included concluding work on economic reform, debating and passing a new constitution, developing [[Beryzam]], and working to reverse inactivity.

Upon Hydrogen submitting his candidacy, Josephine offered to drop out of the race if Hydrogen would agree to appoint her [[Director of Events]].

Hydrogen agreed, and on February 14, Josephine rescinded her candidacy.

== Creation and history ==
The [[Department of Finance]] was established on December 15, 2023. The first director of the Department was a point of contention for the [[Chief of Osolia|Chief]], who was undecided between [[Pud]] or Hydrogen, with both candidates having no clear downsides. To settle the matter, a coin was flipped and Hydrogen became the first Director of Finance.

The Department of Finance, under Hydrogen's leadership, then set to work establishing the [[Diamond Cent|diamond cent]], Osolia's currency. The conversion rate of 128 DC per diamond was chosen after deliberations between the community, per Hydrogen's own suggestion.

Conversions began on the December 22, 2023, a few hours after the launch of the server. The Treasury, which housed all of the Department's diamond reserves, was temporarily placed in a basement in Hydrogen's [[Sahosam]] home.

The Department's assets were moved after the [[April 2024 Osolian general election]] to another temporary location at Michael Webb's former house.

On May 6, 2024, the Unite plugin was added which allowed Osolians to pay from their [[Osolia ATM]] account in-game. The plugin was extended on the 11th of June to add functionality for supporting sign shops.

After TriforceComet defeated incumbent Chief [[TheRandomMelon|Michael Webb]] during the [[June 2024 Osolian general election]], he decided to implement a new [[Chief's Council|cabinet]], and appointed Webb as his Director of Finance, where he served until December 9, 2024, when Webb resigned after [[Chief of Osolia|Chief]] [[tz_scion]] implemented the Governmental Reorganization Amendment to abolish the Department of Finance and the [[Department of Events]].

Soon after that announcement, former [[Director of Finance]] [[Hydrogen]] announced his candidacy for Chief. He stated that he would like to "aid in the implementation of our planned economic reforms as well as continue to develop the Osolian state".

Hydrogen initially ran unopposed, but after some discussion in the election discussion chat, with encouragement from [[Speaker of Osolia|Speaker]] [[TheRandomMelon|Michael Webb]] in particular (stating "I think having competition would be fun, so I encourage you to run"), Josephine announced her candidacy for Chief on December 4, 2024.

The next day, on December 5, 2024, former [[Chief of Osolia|Chief]] and current [[Director of Infrastructure]] [[CalvinX]] decided to run after "kicking the idea around" for a while. He stated that, "I would more or less run as a status quo candidate, since based on the server activity, we’re collectively not in a Minecraft mood".

On December 6, 2024, Josephine released a document detailing her platform called "Caterpillar's Manifesto". This manifesto detailed her plans for her term as Chief, including further city reforms and the development of a government building complex called Capitol Park.

No candidates announced their cabinet, although Josephine stated that she would try to hire as many of the current cabinet as possible, and Calvin asked anyone interested in a position to message him directly.

However, these candidates' cabinets likely were affected by the passage of the [[Governmental Reorganization Amendment]] on December 8, 2024 and the subsequent dissolution of the [[Department of Finance]] and the [[Department of Events]] by Chief Scion on December 9, 2024. Josephine has already publicly stated that instead of having a [[Director of Finance]], she would impose a "treasurer", a more unofficial position to advise her on financial matters.

The Constitution establishes the Chiefdom as a democratic state, with a directly elected executive leader, the [[Chief of Osolia|Chief]], a legislature composed of all electors, and a leader of the legislature, the [[Speaker of Osolia|Speaker]], who is similarly directly elected alongside the Chief in [[Elections in Osolia|regular general elections]].

The Constitution is divided into 6 articles, outlining the crucial functions, duties, and procedures of the Osolian state and the rights of all Osolians.

=== Article 1 — System of Governance ===
The first article of the Constitution establishes the composition of the Osolian government and the roles of the branches of government—the executive, the legislature, and the judiciary.

==== Section 1: The Chief and the Chief's Council ====
Section 1 establishes the position of Chief and the Chief's cabinet (named the [[Chief's Council]]). The Chief is a directly elected ''head of state'' who is responsible for representing the nation, matters of law enforcement, national security, and the general running of the nation.

The Chief is given the opportunity to nominate players to the Chief's Council, who are, by convention, given the titles ''Director of X'' and are named the leaders of the corresponding ''Department of X''. Directors are subject to an Assembly vote to be appointed, but can be fired at will by the Chief. The Chief serves as the Director of any vacant departments.

The Chief has the authority to issue executive orders during emergencies, which are required to comply with the Constitution.

The Chief is given the ability to pardon convicted individuals, which entirely removes the relevant crimes from the individuals' criminal records.

All members of the Chief's Council, including the Chief, arerequired to ensure the smooth transfer of power, including providing information and support to any incoming government.

The Chief may choose to temporarily name another player as the Acting Chief in cases where the Chief expects they will be "unavailable for a prolonged period of time". The Acting Chief is replaced by the Chief immediately once the Chief is available again.

The Chief is not term-limited.

==== Section 2: The Assembly and its Speaker ====
Section 2 establishes the Assembly as the legislative body of the Chiefdom, "consisting of all Osolian citizens".{{refn|As per Constitutional Amendment 1, residents hold the same "rights and privileges" as citizens and therefore are members of the Assembly as well.}}

The Section establishes two types of votes that may be held by the Assembly; bills, which are legislation that have not yet received a vote; measures, which are actions that will be carried out by the Chief's Council. Both may be proposed by any member of the Assembly.

The Speaker is established as an elected position who "serves as the head of legislation in the Chiefdom of Osolia". The Speaker is tasked with the responsibility of:
* presenting bills, measures, and commencing votes on them; representing the Assembly in official capacities
* mantaining order during debates, allocating speaking time to members, and ensuring the legislative process is adhered to
* establishing committeees to address specific issues, conduct inquiries, and provide recommendations
* ensuring a smooth transfer of power, similarly to the Chief
* appointing an acting Speaker in cases of prolonged unavailability, similarly to the Chief.

The Speaker is also tasked with arranging the impeachment of all officials, including the Chief, the Speaker, and any Governors or Directors. The impeachment of the Chief or a Governor or Director may also be carried out if a majority of the population supports such an act via a petition.

In cases where the Speaker fails to arrange the impeachment of themselves "in a timely manner", the Chief has the authority to appoint an Acting Speaker to handle the process.

The Speaker is not term-limited.

==== Section 3: Justice ====
Section 3 gives the Assembly the authority to "pass laws regarding crimes, torts, and procedure for criminal sentencing and liability imposition" while requiring such legislation conform to the Constitution and not apply ''ex post facto''.

Trials are mandated to take place as soon as both the prosecution, defense, and the judge, are available. Trials are ran by the Speaker in any way they see fit, so long as no provisions of the Constitution are violated. The Speaker may recuse thesmelves in cases of a conflict of interest, in which case a new presiding judge will be chosen by the Assembly.

The defense and prosecution are both guaranteed lawyers upon request and equal speaking time.

Spectators of a trial serve as members of the jury, unless they leave for longer than 2 minutes and are not excused by the presiding judge, in which case they will no longer be able to determine guilt.

The determination of guilt is the exclusive competence of the jury. However, the overall outcome of a trial is decided by the presiding judge, conforming to the Constitution and all other relevant passed legislation.

A mistrial may be called by the presiding judge, in which case the trial shall be restarted at a later date.

Appeals may be requested by anyone "if a citizen believes that there has been a procedural error, a misapplication of the law, or new evidence that contradicts the previously given verdict".

Decisions and verdicts are mandated to be publicly available.

"Rehabilitation and restitution" shall be prioritized over "punitive measures" when determining sentencing and liability.

Contracts are recognized and are legally binding in a court of law. Neither party may have been "feigned or forced" into agreement, the contract must not "require any party to engage in actions or activities that would endanger governance, server security, violate any laws that explicitly supersede contracts, or violate the Discord server rules," and the contract must not include any stipulation violating a player's rights as described in Article 3, Section 2, Clause 2 of the Constitution.

The Chiefdom is a sovereign online nation governed by the Chiefdom itself. It may enter into treaties with other online nations only with a three-fourths supermajority vote of the Assembly.

Additionally, the Chiefdom is required to have a treasury, which may possess "currency, materials, assets, land, and other forms of wealth".

==== Section 2: National Symbols ====
The national flag of the Chiefdom is described as a "yellow twelve-pointed sun with a white circular band enclosed within, all over a blue background with a light blue diagonal cross". The in-game equivalent is established as "a blue banner with a light blue saltire, a white roundel, and a yellow flower charge, in that order".

[[Osol]] is established as the national language of Osolia.

==== Section 3: Territory and Cities ====
All territory in the Osolian word is public land, to be used by players how they see fit unless the land is claimed by the Chiefdom.

Cities may be established by the Chief, whose boundaries may be a maximum of 4000x4000 blocks, centered around a defined point. Cities have Governors, who may be overruled by the Chief or a Director. Governors are nominated by the Chief and approved by the Assembly. If a city doesn't have a Governor, the responsibilities of the Governor are delegated to the Chief's Council.

Governors are required to ensure the smooth transfer of power, similarly to the Chief and the Speaker.

Cities may also establish and enforce ordinances (city laws) within their boundaries. Ordinances are local laws that apply specifically within the jurisdiction of a particular city. They require a majority vote of the Assembly to enact, just like national laws.

Governors may also establish their own administrative structure for their city governments, but can also be overridden by a Chief or Director in this regard.

=== Article 3 — The Rights and Privileges of Citizens ===
The third article of the Constitution establishes the rights guaranteed to all Osolians and the mechanisms by which new players may be admitted to the Chiefdom. It was the first article to be amended.

==== Section 1: New Citizens ====
Citizens may propose the invitation of one new citizen in a given week to the server. The proposal may be rejected by the server owner if the invitation is deemed a "security risk," in which case the owner is expected to explain the reasoning involved in the denial.

Once invited, players are recognized as "residents," who hold the same "rights and privileges" as citizens except for the ability to invite other players. Additionally, residents may be removed from the server by an unchanging 5 vote threshold ''pro'' their removal, as opposed to the majority vote required for citizens. The server owner may veto any removal in a similar process to the server owner veto on invitations.

Residents are naturalized and become full citizens after 21 days.

If a player has been previously removed by an Assembly vote, they must be approved by a majority vote of the Assembly before they can be re-invited.

=== Article 4 — Voting Procedure ===
Article 4 outlines the procedures for the handling of voting and elections in Osolia, the operation of which is the duty of the Speaker.

General elections are required to be held on the 15th of every even month (February, April, June, etc...), except when a position is to be replaced via a special election, in which case the Speaker will arrange the election as quickly as is possible.

Candidates may not run for both Speaker and Chief concurrently.

When a general election takes place, all players may submit their votes. Citizens may rank candidates in order of preference, or indicate abstinence, which does not influence the result of the election.

There must be a period of at least 24 hours and at most 48 hours where ballots may be submitted. The Speaker may conclude elections at any point within that range.

Elections are run using instant runoff voting. Results of elections should be published publicly as soon as possible.

If there is a tie after the instant runoff voting process, an opportunity will be given for any of the tied candidates to concede the election. If neither candidate concedes, the Speaker initiates a special runoff election with the tying candidates as the only candidates. If there is once again a tie, or if there were only two candidates in the first election and they tied, the Speaker shall choose the winner.

Votes for bills and measures shall also be run by the Speaker. When one is set to take place, the Speaker shall take ballots. The typical election process will take place, but instead of voting for candidates, the vote will refer specifically to the bill or measure in question.

If the election is determined by a court of law to have not been correctly conducted according to this Constitution and all passed laws, the election must be restarted, and the election procedure may not occur without at least one member of the Assembly overseeing the Speaker to ensure that the proper election procedure is taking place.

=== Article 5 — Constitutional Amendments ===

The Assembly was founded even before Osolia itself was founded, on December 12, 2023. Before the nation was officially formed, it was already decided by the population of the [[Melonian Transitional State]] that the future nation should employ some form of direct democracy to avoid the alienation and overly dramatic politics that occured previously on the [[Republic of Melonia]] server, the predecessor to Osolia.

However, most also agreed that this should not be the only branch of government, and a proper leader would be needed to make minor and medium-sized decisions at a more rapid pace than a big legislature could realistically do, hence forming the executive branch and creating the [[Chief of Osolia|Chief]] position to serve as this leader.

Since then, the Assembly has served as the most important branch of government in Osolia, being the only branch that can approve new laws and decide whether the Chief can elect certain members to the [[Chief's Council]] or not.

For over 7 months, [[tz_scion]] has served as the Speaker of Osolia, establishing many precedents in the Assembly such as a 24 hour voting period for bills and measures. He has decided not to run for re-election in the [[August 2024 Osolian general election]], meaning that he will be replaced by a new Speaker for the first time in Osolian history.

== Powers, duties and responsibilities ==
The Assembly's powers are defined in the [[Constitution of the Chiefdom of Osolia|Constitution of Osolia]]. In this Constitution, it outlines that the Assembly can draft and vote on new laws, called "bills" before they are passed. Additionally, they can vote on special measures brought forth by the Speaker to enact more general and usually larger-scale motions in Osolia, such as the removal or construction of government buildings. They can use this special measure system to remove any official, elected or not, if they are deemed to be unfit for office by a majority of Parliament. They can also amend the Constitution and vote to remove any citizen that is believed to be unfit for Osolia by a majority of Assembly members.

There were numerous attempts of an online Minecraft nation founded by [[TheRandomMelon]], the earliest of which being a small, democratic city-state named [[Melontown]]. Melontown only contained of TheRandomMelon's friends and his Twitch stream supporters and the activity would be held on his TRM Community server. There were two iterations of Melontown but the overall Melontown project ended on February 7, 2021 due to a lack of activity.

On May 30, 2022, TheRandomMelon would reach out to a couple of his friends, inviting them to a new Minecraft server with the government that Melontown had. This new server ended up being named [[Melonia]]. A vote would be held that would choose what type of government system the server would have, and a city-state system was chosen officially marking the server as the City of Melonia. Melonia would quickly expand in the following months, going from a city-state to a constitutional republic, which resulted in the name commonly known for the server, the Republic of Melonia.

The Republic of Melonia lasted far longer than the predecessor of Melontown, but tensions were tense in the server due to the alliance with another online Minecraft nation, the Cieurnish Empire. The tension between Melonia and the Cieurnish Empire lead to a discussion between tz_scion, TheRandomMelon, and cstro about the future of Melonia. This discussion would result in the formation of [[Melonian Transitional State|Project Melonia 2.0]] on December 12, 2023 at around 3:49 AM UTC. The formation of this server would lead to the closure of Melonia on December 16, 2023 at 6:00 AM UTC and the start of the Chiefdom of Osolia.

The Speaker is also tasked with arranging the impeachment of all officials, including the Chief, the Speaker, and any Governors or Directors. The impeachment of the Chief or a Governor or Director may also be carried out if a majority of the population supports such an act via a petition.

In cases where the Speaker fails to arrange the impeachment of themselves "in a timely manner", the Chief has the authority to appoint an Acting Speaker to handle the process.

The Speaker is not term-limited.

==== Section 3: Justice ====
Section 3 gives the Assembly the authority to "pass laws regarding crimes, torts, and procedure for criminal sentencing and liability imposition" while requiring such legislation conform to the Constitution and not apply ''ex post facto''.

Trials are mandated to take place as soon as both the prosecution, defense, and the judge, are available. Trials are ran by the Speaker in any way they see fit, so long as no provisions of the Constitution are violated. The Speaker may recuse thesmelves in cases of a conflict of interest, in which case a new presiding judge will be chosen by the Assembly.

The defense and prosecution are both guaranteed lawyers upon request and equal speaking time.

Spectators of a trial serve as members of the jury, unless they leave for longer than 2 minutes and are not excused by the presiding judge, in which case they will no longer be able to determine guilt.

The determination of guilt is the exclusive competence of the jury. However, the overall outcome of a trial is decided by the presiding judge, conforming to the Constitution and all other relevant passed legislation.

A mistrial may be called by the presiding judge, in which case the trial shall be restarted at a later date.

Appeals may be requested by anyone "if a citizen believes that there has been a procedural error, a misapplication of the law, or new evidence that contradicts the previously given verdict".

Decisions and verdicts are mandated to be publicly available.

"Rehabilitation and restitution" shall be prioritized over "punitive measures" when determining sentencing and liability.

Contracts are recognized and are legally binding in a court of law. Cities may be established by the Chief, whose boundaries may be a maximum of 4000x4000 blocks, centered around a defined point. Cities may have Governors, who may be overruled by the Chief. Governors are nominated by the Chief and approved by the Assembly. If a city doesn't have a Governor, the responsibilities of the Governor are delegated to the Chief's Council.

Governors are required to ensure the smooth transfer of power, similarly to the Chief and the Speaker.

The third article of the Constitution establishes the rights guaranteed to all Osolians and the mechanisms by which new players may be admitted to the Chiefdom. It was the first article to be amended.

Citizens may propose the invitation of one new citizen in a given week to the server. The proposal may be rejected by the server owner if the invitation is deemed a "security risk," in which case the owner is expected to explain the reasoning involved in the denial.

Once invited, players are recognized as "residents," who hold the same "rights and privileges" as citizens except for the ability to invite other players. Additionally, residents may be removed from the server by an unchanging 5 vote threshold ''pro'' their removal, as opposed to the majority vote required for citizens. The server owner may veto any removal in a similar process to the server owner veto on invitations.

Residents are naturalized and become full citizens after 21 days.

If a player has been previously removed by an Assembly vote, they must be approved by a majority vote of the Assembly before they can be re-invited.

Article 4 outlines the procedures for the handling of voting and elections in Osolia, the operation of which is the duty of the Speaker.

General elections are required to be held on the 15th of every even month (February, April, June, etc...), except when a position is to be replaced via a special election, in which case the Speaker will arrange the election as quickly as is possible.

Candidates may not run for both Speaker and Chief concurrently.

When a general election takes place, all players may submit their votes. Citizens may rank candidates in order of preference, or indicate abstinence, which does not influence the result of the election.

There must be a period of at least 24 hours and at most 48 hours where ballots may be submitted. The Speaker may conclude elections at any point within that range.

Elections are run using instant runoff voting. Results of elections should be published publicly as soon as possible.

If there is a tie after the instant runoff voting process, an opportunity will be given for any of the tied candidates to concede the election. If neither candidate concedes, the Speaker initiates a special runoff election with the tying candidates as the only candidates. If there is once again a tie, or if there were only two candidates in the first election and they tied, the Speaker shall choose the winner.

Votes for bills and measures shall also be run by the Speaker. When one is set to take place, the Speaker shall take ballots. The typical election process will take place, but instead of voting for candidates, the vote will refer specifically to the bill or measure in question.

If the election is determined by a court of law to have not been correctly conducted according to this Constitution and all passed laws, the election must be restarted, and the election procedure may not occur without at least one member of the Assembly overseeing the Speaker to ensure that the proper election procedure is taking place.

Residency was introduced by the [[Invitation Act]] as a way to clearly and legally distinguish between fully naturalized citizens, who could invite players, and newer players who were not yet permitted to invite. It was argued that creating two classes of citizens distinguished solely by join date could violate a citizen's [[Constitution of the Chiefdom of Osolia|constitutional]] rights.

The restrictions on invitations were put in place due to a fear of ''cliques'' forming rapidly, alienating other players.

There were numerous attempts of an online Minecraft nation founded by [[TheRandomMelon]], the earliest of which being a small, democratic city-state named [[Melontown]]. Melontown only contained of TheRandomMelon's friends and his Twitch stream supporters and the activity would be held on his TRM Community server. There were two iterations of Melontown but the overall Melontown project ended on February 7, 2021 due to a lack of activity.

On May 30, 2022, TheRandomMelon would reach out to a couple of his friends, inviting them to a new Minecraft server with the government that Melontown had. This new server ended up being named [[Melonia]]. A vote would be held that would choose what type of government system the server would have, and a city-state system was chosen officially marking the server as the City of Melonia. Melonia would quickly expand in the following months, going from a city-state to a constitutional republic, which resulted in the name commonly known for the server, the Republic of Melonia.

The Republic of Melonia lasted far longer than the predecessor of Melontown, but tensions were tense in the server due to the alliance with another online Minecraft nation, the Cieurnish Empire. The tension between Melonia and the Cieurnish Empire lead to a discussion between tz_scion, TheRandomMelon, and cstro about the future of Melonia. This discussion would result in the formation of [[Melonian Transitional State|Project Melonia 2.0]] on December 12, 2023 at around 3:49 AM UTC. The formation of this server would lead to the closure of Melonia on December 16, 2023 at 6:00 AM UTC and the start of the Chiefdom of Osolia.

== Government ==
Power in Osolia is divided between the three branches of government: the executive, the legislature, and the judiciary.

The Chief and the [[Chief's Council]] form the executive of the Osolian state. The Chief is directly elected every 2 months and appoints [[Director|Directors]] to the Chief's Council, subject to the approval of [[Osolian Assembly|the Assembly]].

Most of the power in Osolia lies with the legislature, which includes all citizens and residents. All Osolians can vote on the measures and bills proposed to the Assembly. The legislature is headed by the Speaker, who is elected concurrently with the Chief in a [[general election]].

The current Chief is [[TriforceComet]] following the [[June 2024 Osolian General Election]]. The current Speaker is [[tz_scion]], the incumbent since the founding of the nation.
