== Background ==
On October 21, 2024, [[Chief of Osolia|Chief]] [[tz_scion]] proposed the Sahosam Transportation Act, seeking to limit the Streets and Roads Act to only apply in Sahosam, in preparation for the new city of Beryzam. Speaker Webb proposed that instead of various federal laws that only apply in one or the other city, that the Constitution should be reformed to allow cities to pass their own ordinances, or city laws.

After some discussion, the [[City Reform Amendment]] was passed on November 1, 2024, which, among a few other things, allowed cities to have their own ordinances.

Scion then amended his Sahosam Transportation Act to form the Sahosam Ordinance Act, which simply voided the Streets and Roads Act and allowed it to instead become a Sahosam ordinance. The bill was formally proposed in its final state on November 7, 2024, and was approved by 100% of Assembly voters (with 1 abstention) on November 8, 2024.
