For instance, if there are 8 total votes, then a candidate must earn 4 votes to earn a 50% share, then an additional vote, for a total of 5 votes to win a true majority and thus the election.
 
If a tie cannot be broken via instant runoff, the Speaker must run a special election with only the top 2 candidates in a race to choose from. If this still does not break the tie, then the Speaker shall pick the winner.
