The Intelligence Committee was a committee formed by Speaker Michael Webb on August 19, 2024. The Intelligence Committee was created, initially in secret, solely to investigate interference with the Chiefdom of Osolia from the Cieurnish Empire, a now-former nation that was allied with Osolia's predecessor, the Republic of Melonia.

The Committee was officially disbanded on August 20, 2024, after publishing their report regarding Cieurnish interference.

History

On August 19, 2024, Speaker Michael Webb was alerted by an anonymous whistleblower regarding recently (at that time) publicized Discord server logs showing an active attempt by multiple members of the now-former Cieurnish Empire, including IsoKamikaze, referred to herein as Iso, Moadroon, Tavatone, and Bannerman, to interfere with the early operations of the Chiefdom of Osolia, since at least February 18, 2024.

This included espionage such as attempting a hostile takeover of Osolia’s government and collecting personal information on prominent Osolian government officials and citizens. They collected all of this together in a secret Cieurnish intelligence server called Minerva.

This led to the formation of the Intelligence Committee, headed directly by Speaker Webb, with current Chief CalvinX, former Chief TriforceComet, and former Speaker tz_scion serving as members. They formed the committee in secret due to discovering a “spy” within the Osolia server. Together, they investigated the logs and interviewed an implicated person that was kept anonymous by the group.

After completing their investigation, the Intelligence Committee put together a 24-page report titled Formal Report on Cieurnish Interference with the Chiefdom of Osolia, and to avoid further secretive government work, voted unanimously to disband themselves, both occuring on August 20, 2024.

Findings

The Intelligence Committee found that there was extensive documentation proving the Cieurnish Empire's long term involvement in espionage against the Chiefdom, and even its predecessor, the Republic of Melonia. They concluded that the anonymous “spy” that IsoKamikaze, ringleader of the Osolian espionage operation, employed to gain information about Osolia was not a willing spy in this situation, with the spy believing that their discussions with Iso to be casual and that everyone from Cieurnia had moved on at that point.

The Committee made four recommendations from this conclusion:

1. Do not invite IsoKamikaze, Bannerman, Tavatone or Moadroon to the Chiefdom of Osolia under any circumstances. From these logs, these four were the main people involved in the espionage, and cannot be trusted.
2. Based on our findings from Minerva, Josephine, Gogo, and Alanguiano do not apply to the above recommendation and may be invited to the server. They are former Cieurnish citizens who at points could see Minerva discussions, but according to our knowledge, had little to no involvement regarding these operations, and have generally and consistently condemned Cieurnia’s actions.
3. The anonymous spy should not be subject to any measure of removal from the Chiefdom of Osolia, and their identity should not be provided publicly.
4. The Assembly should draft a Constitutional amendment that would allow the Assembly to impose pre-emptive bans from invitation. In this manner, the above four names would be banned from invitation, and could only be overridden with a large supermajority vote by the Assembly. This will ensure that the above recommendations can be properly applied.

These recommendations were implemented, with the later creation and passage of the Server Security Amendment allowing the Chiefdom to impose permanent bans on the four individuals involved. Additionally, Josephine, Gogo, and Alanguiano were not banned, and Josephine is now an Osolian citizen.
