The Server Security Amendment, also referred to as Constitutional Amendment 4, is a law and constitutional amendment in Osolia, passed by the Osolian Assembly with 100% approval. The act clarifies the relations between the Assembly and members who leave, allows for the pre-emptive banning of players via a supermajority, lowers the supermajority required for constitutional amendments to pass, and prevents any potential future treaty from ceding Osolian territory.

Provisions
Changes to citizen removal and banning
There are four clauses in this amendment that modify the provisions originally introduced to the Constitution by the Invitation Act. The original provisions allow for any citizen to invite new people to Osolia.
Some modifications made were minor, such as clarifying that if people leave the server of their own volition, that they can return using the normal invitation process, and removing a part of the vote-for-removal process that pushed for a vote "especially if it comes from reports within the Assembly".
This section, however, also introduced a new element to the immigration process. Clauses 6 and 7 were added to Article 3, Section 1 of the Constitution that allow for the Speaker to commence a vote to ban a person from being invited, requiring that common aliases, a Discord User ID and in-game usernames be provided in the measure. The vote requires a 2/3rds supermajority to pass. Once passed, that person may no longer be invited to the Chiefdom of Osolia unless the Speaker commences a vote to unban that person, which also requires a 2/3rds supermajority vote to pass.
Change to the passage of Constitutional amendments
This amendment also changed the majority required to pass Constitutional amendments from 3/4ths, or 75% approval, to 2/3rds, or 66% approval. It was decided that this would be a more proper number for the passage of Constitutional amendments, as it is more consistent with other supermajorities required and Osolia's predecessor, the Republic of Melonia, also only required 2/3rds approval for Constitutional amendments.
Treaty reform
The final, and arguably the most important, amendment made in this bill is a reform to the creation of treaties. After days of heated debate within the Assembly, four clauses were made/changed in the Constitution to clarify what a treaty is and restrict its power.
Treaties are now officially defined as "a recorded agreement made between the government of the Chiefdom of Osolia and a party outside of the Chiefdom of Osolia's jurisdiction". They still require a 3/4ths supermajority, or 75% approval, to pass. Furthermore, this reform specifically prohibits treaties from ceding any land held on Osolian servers to an outside party, and from violating the Constitution or any other law.
Finally, it also clarifies that all territory on Osolian servers that are unclaimed by any city within the Chiefdom of Osolia is public land owned by the Chiefdom, and may be used by any and all Osolians for resource gathering or to establish settlements.
