The most significant discussion that took place during this time was a discussion to limit the amount of DC that could be minted in a given month. This was brought forth by the recently-passed [[DC Regulation Act]]. After much debate, Webb decided that a consensus had somewhat been reached on a limit: 25 diamonds/3200 DC, per citizen, per month. A measure was started on July 15, 2024 to enact this limit, and while it was initially receiving fairly positive votes, many changed their votes after much more discussion occurred in the Assembly that concluded that the entire economy needed reform rather than this simple stopgap. The final tally of this measure, which concluded on July 16, 2024, is listed below.{{Referendum results|caption=Term 4 Measure 8 - Set the monthly DC minting limit to 25 diamonds/3200 DC|option1=Yes, set this limit|o1votes=1|option2=No|o2votes=6|option3=Abstain|o3votes=2|electorate=22|source=Office of the Speaker of the Assembly}}On July 17, 2024, Speaker Scion once again reclaimed the Speakership. | The most significant discussion that took place during this time was a discussion to limit the amount of DC that could be minted in a given month. TheRandomMelon, sometimes referred to by his real name Michael Webb, is the current Speaker and Director of Finance of the Chiefdom of Osolia. He is also the former and first Chief and former First Gentleman of the Chiefdom of Osolia. He also runs the Osolia Historical Society, which maintains this wiki, and Osolia Public Radio, where he is the host of its most popular show, The DJ Hour. Additionally, he took over as Postmaster of the Osolian Post Office on September 11, 2024, when it was discovered that the previous Postmaster, cstro, left the Osolian server.
Tenure as Chief (December 15, 2023 - June 16, 2024)
Webb founded the Osolian server on December 11th, 2023 as a successor to the Melonian server in response to growing concern about foreign relations and gameplay experience. He proposed twenty two measures regarding server plugins and datapacks, two measures regarding what the server will be called, one measure to choose a flag, and one measure to establish the system of government that the Osolian server would use. He ran the first election in Osolian history, winning the Chief position unopposed.
Webb opened the Osolian Minecraft server on December 21st, 2023, encouraging settlement into the region that would become Sahosam. On January 1st, he hosted a server-wide event to defeat the Ender Dragon. On January 4th, he created Osolia Public Radio. On February 13th, he established the office of the First Lady, which received approval from the Osolian Assembly.
On May 12th, 2024, Webb established a partnership with Asteria, where the Osolian Minecraft server would be upgraded with better hardware and no cost, in exchange for the Asteria Discord server being advertised in the Osolia Discord server. He also oversaw the creation of my.osolia, announcing its beta test on May 29th.
First tenure as Acting Speaker (June 27 - June 28, 2024)
On June 27, 2024, it was announced that Speaker of the Assembly tz_scion would be temporarily unavailable to serve as Speaker due to a sudden short-term health complication. To allow the Assembly to continue its duties during this time, Scion decided to appoint Webb as his Acting Speaker for what would become a one-day term.
During this short time, Webb made an impact on the Speakership with his finishing and passage of the Post Office Act, which established the Osolian Post Office, an agency designed to facilitate package deliveries throughout the Chiefdom of Osolia.
During the 24-hour voting period for the Post Office Act, Webb set a precedent for future Speakers. Director of Infrastructure CalvinX noticed a few glaring flaws with the original version of the Act that was being voted on during that period, such as no restriction on a Postmaster who is removed by the Assembly being almost immediately reinstated and a lack of package privacy protections. Webb responded by amending the bill to prevent removed Postmasters from taking back the title until the next Assembly term and by requiring that Post Office staff keep the contents and details of packages it handles secure and private.
The precedent was set when Webb, with guidance from Speaker Scion and a few others, decided to cancel the current vote on the Act and begin a new vote with the amended legislation, as there was no precedent previously for changing bills mid-vote. This is generally considered as a positive precedent that prevents bill writers from changing the contents of a bill mid-vote and potentially adding unfavorable clauses to a bill.
On June 28, 2024, Speaker Scion was able to reclaim the Speakership, ending Webb's short tenure as Acting Speaker.
Second tenure as Acting Speaker (July 13 - July 17, 2024)
On July 13, 2024, Speaker Scion experienced a major power outage in his home. While he was able to find a "very botched power solution"[1] temporarily, he decided to once again appoint Webb as Acting Speaker anyways.
The most significant discussion that took place during this time was a discussion to limit the amount of DC that could be minted in a given month. This was brought forth by the recently-passed DC Regulation Act. After much debate, Webb decided that a consensus had somewhat been reached on a limit: 25 diamonds/3200 DC, per citizen, per month. On July 17, 2024, Speaker Scion once again reclaimed the Speakership.
Tenure as Speaker (August 16, 2024 - present)
First term (August 16 - October 16, 2024)
Speaker Michael Webb was elected on August 16, 2024. He immediately pushed for change in the Speakership role, such as announcing the first formal Assembly meeting on August 19, 2024, which would take place on August 25, 2024.
Before that took place, however, he also formed the Intelligence Committee on August 19, 2024 in secret to protect the information and whistleblowers involved in the committee. This committee was established to write a formal report regarding findings that show Cieurnish interference in the Chiefdom of Osolia, such as attempts to obtain private information about some Osolians, hiring a spy within Osolia, and trying to formulate plans to invade the Chiefdom government with Cieurnish officials.[2] The Committee was disbanded immediately following the release of this report to prevent further secretive government activity.
On August 25, 2024, the first Assembly meeting officially took place, which instituted new changes to the Assembly, such as the introduction of the Assembly Rules, a set of rules that standardizes how official Assembly proceedings should be conducted, and the #assembly-discussions Discord forum channel, which better structures and compartmentalizes important discussions going on, such as economic reform and the debate on removing treaty formation from the Constitution.
Webb also was tasked with moderating and moving forward the highly-debated treaty reform discussions, which lasted for several days, and its result was put into the Server Security Amendment, which was the first bill passed under Webb's Speakership. For instance, treaties are properly defined and regulated in this law. Furthermore, It is made unlawful for the Chiefdom of Osolia to cede territory to any jurisdiction apart from itself, and the terms of a treaty must be in accordance with Osolian law to be allowed to be voted on. It also clarifies what happens when a citizen leaves the Discord server and allows pre-emptive bans of users from Osolia by confirmation from the Assembly. The law passed unanimously amongst those who voted on August 30, 2024.
That same day, on August 30, 2024, Webb brought forth the Public Investments Broadening Act for a formal vote, which allowed the Public Investment Pool of the Chiefdom of Osolia to be used for more governmental purposes, such as for funding events, stimulus checks, and more.
On September 4, 2024, Webb instituted a new ping role system utilizing a Discord bot called RoleBot and the channel #get-roles. This allows citizens to self-register for various ping roles to reduce the frequency of pings if a citizen desires such. Citizens can currently claim ping roles for each of the currently recognized news and media organizations, and the activity roles Active Assembly and Events Ping, which allows pings for invitation to discuss something in the Assembly and for new events information respectively.
On September 11, 2024, Webb utilized the powers granted by the Speaker in the Server Security Amendment to begin votes to pre-emptively ban people from the Chiefdom of Osolia. In four seperate measures, he requested that the Assembly vote to ban four users as per the recommendations of the Intelligence Committee - IsoKamikaze, Tavatone, Bannerman, and Moadroon. On September 12, 2024, the Assembly voted unanimously amongst those who voted in favor of the bans, except for Moadroon's ban vote, which had an 80% approval rate amongst those who voted. All four of the users mentioned in these measures were be put on the Chiefdom of Osolia Ban List and will not be allowed to be invited to the server unless a successful unban vote takes place later on.
On September 18, 2024, Webb announced that himself and his girlfriend, The Celestial Jellyfish, had parted ways via the publishing of a letter originally sent to Chief CalvinX. This temporarily slowed down Webb's progress on various projects, such as economic reform.
On October 14, 2024, Webb published the full logs of Intelligence Committee proceedings in a 72-page report. This report details all conversation that occured between members of the Intelligence Committee during their investigation into espionage against Osolia, and includes new details not originally shared in the report, such as the full exchange between Speaker Webb and Alanguiano, a former Kaiser of the Cieurnish Empire who currently owns and had declassified the Minerva server used for espionage against Osolia.
