The Osolian Assembly is the legislature of the Chiefdom of Osolia. It consists of all Osolian citizens and residents.

The Assembly is headed by the Speaker of the Assembly, who is directly elected every 2 months in a general election. The Speaker is responsible for calling votes on bills and measures proposed by members of the Assembly.

History

The Assembly was founded even before Osolia itself was founded, on December 12, 2023. Before the nation was officially formed, it was already decided by the population of the Melonian Transitional State that the future nation should employ some form of direct democracy to avoid the alienation and overly dramatic politics that occured previously on the Republic of Melonia server, the predecessor to Osolia.

However, most also agreed that this should not be the only branch of government, and a proper leader would be needed to make minor and medium-sized decisions at a more rapid pace than a big legislature could realistically do, hence forming the executive branch and creating the Chief position to serve as this leader.

Since then, the Assembly has served as the most important branch of government in Osolia, being the only branch that can approve new laws and decide whether the Chief can elect certain members to the Chief's Council or not.

For over 7 months, tz_scion has served as the Speaker of Osolia, establishing many precedents in the Assembly such as a 24 hour voting period for bills and measures. He has decided not to run for re-election in the August 2024 Osolian general election, meaning that he will be replaced by a new Speaker for the first time in Osolian history.

Powers, duties and responsibilities

The Assembly's powers are defined in the Constitution of Osolia. In this Constitution, it outlines that the Assembly can draft and vote on new laws, called "bills" before they are passed. Additionally, they can vote on special measures brought forth by the Speaker to enact more general and usually larger-scale motions in Osolia, such as the removal or construction of government buildings. They can use this special measure system to remove any official, elected or not, if they are deemed to be unfit for office by a majority of Parliament. They can also amend the Constitution and vote to remove any citizen that is believed to be unfit for Osolia by a majority of Assembly members.

The Assembly's main duty is to discuss and vote on bills and measures that are brought forth by the Speaker.

The Assembly is responsible for overseeing government officials and ensuring that they are doing their job well enough according to the Assembly's standards.

Composition

The Assembly is made up of every current Osolia citizen, with the Speaker serving as the leader of the Assembly. No one can be removed from the Assembly except for by a special measure to remove one's citizenship, which also automatically removes them from the Assembly.

Committees

Under the powers of the Constitution, the Speaker of the Assembly may decide to create committees. Committees are a subgroup of the Assembly that focus on specific issues, such as server activity, and focus on crafting solutions and recommendations for the greater Assembly and/or the Chief to utilize.

The Assembly has the following committees:

The first committee, the Engagement Committee, was formed on July 11, 2024 by Speaker tz_scion. The Engagement Committee is dedicated to finding and proposing policies to make it more appealing to regularly log into Osolia. They have recommended the implementation of Osolian hangout nights so far, an event that encourages a mass amount of people to get online at the same time to complete a common goal. This has proven successful so far, increasing activity and invoking a sense of community.
